Probably because The Planet of The Apes was an allegory about the Cold war when it was made.

The only reason I can think of is because if evolution is to hold true, then 'apes' could in fact evolve to talk one day. The guys on the spaceship that crashland on 'Earth' eventually learn how 'history' has changed by the smallest ripple. We see the Statue Of Liberty at the end of the movie to show us what our history is now, and that makes Charlton Heston say "You Maniacs! You blew it up! Ah, damn you! God damn you all to hell!" (and they let him say THAT in a Rated G movie!). But it is kinda weird for them to show this. The Time Machine would've been better...lol
