Atlanta is ranked ahead of the Penguins because they are division winner and the Pens are not. The division winners get the top 3 seeds in the playoffs.

In the National Hockey League, the three division leaders are ranked 1st, 2nd, 3rd, regardless of how they fare against the other teams in their conference. It looks ridiculous to the average fan, and no doubt seems ridiculous to the team that has more points but starts the playoffs on the road instead of having home ice advantage.

The three division leaders in each conference automatically get the 1st, 2nd, and 3rd seed in order of their points. Buffalo, New Jersey and Atlanta are division leaders in the East this year so they automatically get 1st, 2nd and 3rd seeds.
