Does "the moon is down" mean the moon rise or set? I'm not a native speaker and this confuses me.

"Down" means the sun has set. A good way to remember this is if the sun is "down or set" it has stopped moving , as far as we can see. If the moon is "up or rising, it is on the move. Hope this helps.
