I understand it was the said to be because of the laws of the gods but what i don't understand what exactly where they?

It was dictated by the gods that if a person had no burial rights that they could not be taken across the Acheron by Charon (the ferryman).......in essence the soul of her brother would forever dwell on the riverbank and never actually be able to enter the Elysian Fields of Tartarus

When the Thebans prevailed in the war that killed both Eteocles and Polyneices (Antigones' brothers), Creon was put in control of the city. He proclaimed that Eteocles be honored with every right that the noblest received at death since Eteocles had succeeded the throne and expelled his brother from Thebes (which started the warring). However, none who fought against Thebes would be given a proper burial, including Polyneices. His body was left for beasts and birds to devour. The souls of the unburied were not allowed to pass the river Acheron, but instead were forced to wander in desolation. To bury the dead was a sacred duty, not only of one's own family, but even a stranger one might come upon.

She had to bury him, because otherwise his soul would dwell on the banks of the Styx for two hundred years before he COULD cross, and even then, anyone who was properly buried would get to the front of the line before him, so she would basically doom her brother to at least 500 years on the banks of a gloomy river, where no one eats, sleeps, or talks, before he could get to Elysium (the Elysian fields).
