You have to know the molecular weight of the substance. Suppose sodium chloride, NaCl, mol. wt. = 58.5g/mol

1.70mgNaCl/100mL x 1000mL/1L x 1gNaCl/1000mgNaCl x 1molNaCl/58.5gNaCl = 0.000290M

You meant you need to convert mg to mol; I hope you already know that 1L = 1,000ml.
Mol measures amount, mg (milligrams) measure mass. To know how to convert, you need to know how much the substance weights.
