If they are coming from Narita airport in Chiba, make sure they reserve a JR pass in advance. You can buy them through your local travel agent, and they are unlimited passes to be used on any JR shinkansen (bullet train) and local train. The website includes one generic rail pass for the entire country (1 or 2 weeks), as well as cheaper passes that can be used within each JR region. One of the regions is Hokkaido, and they have a 7-day pass and a 1-day pass for Sapporo.
When you purchase your rail pass, you will be sent a exchange form in the U.S. Once in Japan you can exchange the form for the real pass (which can be done at a limited number of stations, including the airport), and you can activate it at any JR train station.
A great book to get to figure out where to visit is lonely planet Japan. Try checking out your local library first before you invest in it.

Skiing will probably be over. It'll be muddy and slushy. (Or most years it would be, I gather they got hardly any snow this year) The cherry blossoms won't be blooming yet, most likely. (Though...it's been mild, you might get lucky), there aren't any big events in Sapporo during that time...
Anyhow, I do have one thing you need to do. There's a ramen shop in Ishikari (Ishikari-Futomi station...go out the front of the station, turn right onto the street, go a couple blocks and it'll be on your right, the first town northeast of Sapporo, Nakamura. Best I've ever had. Second best is in Otaru. I forget the name, but it's at least a few blocks from the waterfront, a little ways up a hill, and has some very rustic wooden decor.
Whatever time you go, ramen is the one must-do constant in Hokkaido.

If you are from a place where it does not or seldom snow, you would find Hokkaido during February extremely gorgeous and enchanting. If you are from, as a matter of instance, a Scandinavian country, you will regret. Travelling to and from Tokyo for USD500- is indeed a close call. You might as well think and long about what you would like to see, do and experience and decide. Apologies for not being clearer.

Try going to about.com, then type in Japan, then look specifically for info. about Hokkaido. They have a lot of information there about traveling to Japan and what to see and do.
