He's not a poor president because he's doing bad things. He's a poor president because he can't pick people that can do the right things, and yes, he is responsible for their actions as their boss, especially if he stands by their screw-ups as though nothing is wrong. Just ask Nixon about being held accountable for the actions of his underlings.
