Since it takes away the legal concept of 'actus reus' it would be very interesting. One's actions usually imply one's state of mind...but instead in such a world one's state of mind would imply one's future actions.
The world would be very deterministic and free will as we know it would dissapear...you couldn't even think negative things.

Excellent movie. It bothered me that it ended with the assumption that because it wasn't a perfect system, that it was wrong. There have been many times in the current justice system, when criminals are set free, and when innocent people are punished. We their system better or worse than our current system? YES.
I believe that it would be better if we arrested people prior to a crime they would have committed. However, if you knew that much about the future, perhaps there would be better alternatives. The reason why people don’t like the idea of punishment without a crime is because we are brain washed into thinking that justice is good because is attempts to exact fairness. It’s the eye for an eye and tooth for a tooth mentality. If we were a more enlightened society, we would realize that logic should be the basis for our decisions.

I've got news for you, it's already here. That is what the Department of Homeland Security is all about: arresting people before they commit a crime. Oh, and I never saw the movie "Minority Report".

now if that could happen would it be them knowing everything in your mind?
because everyone and i mean everyone has thought of doing some sort of criminal act at times when things seem to be to much. so are you saying we would all be punished and arrested for haveing our own individual thoughts?
i don't think it would be good ...
but as they did in the movie they found out the crimes that were gonna happen in the future.
but there is also a spiritual thing acting upon this question?
god has a plan for each and everyone of us, why change it.
