Depends on the person and the connection, but usually no because it is to soon and it is best to leave them in suspense a while longer. Just try kissing them on their cheek or hugging them good night to let the anticipation build.

Depends on the person. If he just wants sexual relationship than no. Try and see what he thinks about it as well, if you kiss things can happen after, so be careful.
