What ARE they? They're just numbers written in scientific notation. You know that 10 raised to some integer is just 1 followed by that many zeroes. You also know that when you multiply a number by a power of 10, you just side the decimal over that many spaces. So:
4.5x10^6 = 4,500,000
4.5x10^7 = 45,000,000 etc.

Notice also that there's no need to say "to the" with an explanation when a caret character (^) will suffice.

This is to practice your powers of 10. Basically, you move the decimai point to the right N places when N is positive. It is called scientific notation.

4.5 x 10^6 means to move the decimal point six places to the right. You have to put more zeroes on the end in order to move the decimal point over far enough.

4.500000
4,500,000
