Rational. A rational number is a number that can be written as a fraction of whole numbers. 13.1 can be written as 131/10. Both 131 and 10 are whole numbers, so 13.1 is rational.
A second definition of rational numbers is that they have a decimal which terminates or repeats. In this case, 13.1 has a terminating decimal, because there are no other numbers after the ".1". So that's another way to show that 13.1 is rational.
Don't confuse "rational number" with the term "real number", which another answerer did here.

An example of an IRRATIONAL number is this:

That is impossible.
You can't have the square root of a negative number.
But you CAN have a -2.
13.1 is a number that exists.
Therefore, it is rational.
