The 26th amendment to the US constitution states "The right of citizens of the United States, who are eighteen years of age or older, to vote shall not be denied or abridged by the United States or by any State on account of age." This does not prevent an state from allowing younger citizens to vote, but I am not aware of any that do. In Ohio, where I work at the polls the rule is you must be 18 on or before the date of the November General election. If you were born on Nov 1, 1990, you would be eligible to vote in the 2008 Presidential election. Ohio allows 17 year olds who will be 18 by the General election to vote in the May primaries. To the best of my knowledge, that is not the case in most states.
Some precincts have a separate "Kids Voting" program for educational purposes, but those votes don't count.
