If you are using a router that acts as a DHCP server, then you can assign your PC any address you want, using your router IP address as the gateway and DNS.
You can enter the router setup to assign a pool of addresses based on MAC addresses or as long as you know what range of addresses your router gives out, you can set your PC to one of them staticaly. This is of course if your router is capable of these options.
As stated above, if you are doing this externally, you gotta pay extra bucks to have a static IP assigned to you.

Right Click on My Network Places
Properties
Click on your Network Card
Properties
Click on the Internet Protocol (TCP/IP)
Click Properties
Enter the Static IP information for the IP you want to use.
Note: setting incorrect IP information will prevent your computer from working with the Internet. Contact your ISP for correct IP information.

Contact your ISP first & get a static ip service...their technical support team should be able to walk you through setting it up on their issued router.

The proper use of a static I.P. is to have it assigned by your ISP. If you expect to continue to use your internet access i would suggest not messing with this. Your ISP is routing packets to you via information it knows about your computer, like MAC, IP, SUB NET MASK...Your ISP is not going to ask your computer, so if the ISP doesnt assign it, it wont know!
However if your not accessing the internet, it doesnt matter, follow the instructions above.

internal or external?
external you have to get from your ISP (extran cost involved)
internal is do able but why? anyway to do it you have to know
1. your default gateway
2. dns server
one you know that you can go to control panel ==> network and internet connections ==> network connections ==> select your network card, right click and go to properties then select tcp/ip uncheck obtain an ip address automatically and fill in the info
but I do have to ask why?

I tried this last night and failed badly.I had to go back into my router and restore defaults to get back on the Internet..I would find another way to do what you need to do...good luck
