What are some of the positive and negative aspects of the performance appraisal process?

Strictly my opinion:

Pros - Gives the perfect forum between manager/employee to share thoughts on employee's performance over the year, lets manager tell employee how he/she met or did not meet job expectations, manager can tell employee things to work on to improve PA for next year.

Cons - if not used right, negative behaviors can continue (I'm a manager and I've read some that are hot air up your butt....only positive things to say....which is never true - everyone can work on something), manager who does not know employee very well (usually the hands-off type) can do a PA that is inaccurate, PA's that are very positive, but not well-linked to compensation/raises.
