Hurricanes start as tropical storms which can be detected by satellite images. the next step is to look at the conditions such as sea temperature to see if they favor a built up of cyclonic energy. The wind speed is what separates the tropical storm from hurricane status and this can be observed remotely by dopler radar.

The weather man is a lot like a traffic cop with a radar gun. If a car is spotted coming down from a high hill, then it is just a matter of time before the gun alarm goes off for exceeding the speed limit. If the car is not on a hill then there is no reason to expect it to get its speed up. So predictions can be made as to which storms are candidates for huricanes a week in advance. However the prediction as to exactly what track it will take is not so precise. certain conditions are known to make the storm turn its direction but the exact directions are clear only hours in advance.

Once a hurricane has formed, it can be tracked. Scientists can usually predict its path for 3-5 days in advance.

It cannot be predicted, Science doesn't even understand how they form, they can give warnings once they form by analyzing it and current wind patterns, buts that's it
