it is rational becuase it doesn repeat, therefore u can turn it into a ratio [thats how i remember it]. once u have a fraction u can turn it into a ratio because a ratio is the numerator:denominator. .9=9/10, so the ratio is 9:10. since a ratio is equal to a corresponding fraction, percent, and decimal, if u can turn a number into any of them, it is a rational number.
