Where did you get the notion that Britain has to choose between Europe and the USA.In every conflict that the USA has beeb in Europe has been there.Britain was not in Vietnam as she believed the Sth Viet govt was in fact a puppet got.France lost Vietnam to Ho Chi Minn.So how could the Nth Viets invade the South.Vietnam was always one country and communist.
Until Iraq, they're never was a division between the UK and Europe. The UK,Spain,Italy and the Netherlands.Became part of the coalition to liberate Iraq Most of the other member EU states decided not to.All of the EU countries have the right to determine thier own foreign policy.Britain will survive and continue to have a balancing act between the USA and the EU.More to the point the EU don't trust the UK as she's seen as a US lackey.

Britain is a member of the European Common Market and as such, there are times when she does not have the opportunity ot choosing between Europe and America and other times when that choice may be freely made.
Blair has given no evidence of a 'neither/nor' stance, but rather has tackled each issue on an individual basis.

Britain has chosen both the U.S. and Europe for years. Gordon Brown ("the keeper of the five tests") has chosen to keep the U.K. out of the euro for many years. Tony Blair has chosen to keep the U.K. closely allied with the U.S. for many years. Gordon Brown, who will be the next prime minister, will steer a course between extremely wise fiscal and monetary policy on the one hand and a cordial but distant relationship with the U.S. on the other. Things will work out fine.

I am not sure always is the proper word here. Are France and Germany helping out in Iraq? I don't think so. Therefore, Britain chose.
