None of the above. Propoganda against the enemy stepped up. Government had to tighten controls over civilian life, with regard to rationing and calling up of "classes" of young men to be soldiers. There were continuous efforts to mount "one last offensive" to wash over the enemy. Governments could not appear weak in negotiating with the enemy. The Bolsheviks took power with a promise to surrender and get out. They had to surrender vast amounts of Russian territory.
