Metro PCS is great if you are just needing it for local.
Cingular would be the next best
You should be able to get a free phone or one with a great rebate.

Go with t-mobile. This is coming from someone who has had tracfone, virgin mobile, and cingular. T-mobile is the best coverage and cheapest prepaid plan. Minutes on tracfone end up costing you about $.35 each. Virgin mobile minutes are $.25 and they are $.10 after you have talked for 10 minutes in one day. Virgin mobile has good features but many of these features will end up costing you money and sometimes you will be unaware of it. I had cingular the coverage was awful and there were so many hidden fees I could not keep track of where my money was going. With t-mobile you can purchase a card for $100.00 that is for a year. A $100.00 card will give you 1,000 minutes which is $.10 a minute. Once you buy the $100 card even if the next time you only put $10 on your phone it will always be only $.10 a minute and the $10 will last you a year. If you start off with an amount smaller than $100.00 than it will only last you for 3 months months. You must put $100.00 which will make you a gold rewards member. T-mobile is a great service to go with. However, just make sure if it is coming close to the date that your minutes expire you fill it back up with money before than. Otherwise, if you don't they will charge you $50.00 to get it set up again. My mom had that problem it was a 1 week after the date her minutes expired and she went to go put more on and they told her that she could not and must pay a reactivation fee. This is the only problem I have seen with them. There are no hidden fees with T-mobile it's all straight foward.

Whether it's pre-paid or standard cellular service, "best" is subjective.
"Best" will depend on many factors, like where you live, how much you have/want to spend, do you travel a lot or not.
In my opinion (and this is just my opinion) if you live in a semi-large to large metro area and you do not travel a lot T-Mobile has one of the best and most reasonably priced services, however, if you plan on traveling a lot perhaps you should research Verizon or Sprint.

I have a Cingular phone and pre-paid service. The phone was $39.00. The cost for one-year of pre-paid service was $100.
The best part of the service: there is a phone store in the mall. They set up the service for me, and a live person is available when there are problems. So far, no problems.

Compare the different plans from the different providers but, you should definitely check with T-Mobile. I found that they have the best pre-paid plans with the most amount of minutes for the least amount of money. Also they do NOT charge extra for Long Distance calls or 411 calls.

Verizon I think has the best plan. I personally have a contract thru them, but I put my son on a prepaid to make sure he was ready and understood how the charges worked before adding him to my plan...
Its 50 .00 a month for 350 mins or you can do 70.00 a month for 750 mins. This comes with free weekends, free nights ( after 9pm.....) Free verizon to verizon,( I know that its free for you to call a trac Phone customer, but it costs them.....)
You can do a .99 cents a day thing.... But you have to pay I think 10 cets a min for all day time calls in addition to your .99 cents, and NO FREE DAYTIME MINS.... You still get

The phone is 50-100 but you get 50.00 put on the phone when they activate it. So your not paying alot for the phone.
