IMHO for it to be a great restaurant you need atmosphere and great food.
Our favorite place is the Pullman Grille at Main Street Station, the food is incredible(steak & lobster) but it's the restaurant itself that helps make the whole experience unforgettable. The restaurant was built around the Fireplace from Preswick Castle.

This is our favorite for relaxing, people watching and the view. The outdoor section of the Mon Ami Gabi restaurant at Paris. You sit outside, practically right on top of the sidewalk next to the strip, and "especially" in the evenings, you're right across the street from the Fountains of Bellagio. More for the view than for the food, is the "Top of the World" restaurant as the Stratosphere. The restaurant revolves once an hour, the view from 900ft up, especially at sunset is pretty awesome. We really enjoy the buffets "no, not because we are huge eaters" LOL . Most of our meals are comped anyway so we do not feel obliged to "get our money's worth" . We just enjoy the variety and trying a bite of new things. These are our favorites.

Rosemary's is the best restaurant in Vegas. They are located off of the strip in a little strip mall, but worth the trip. The service is impeccable and they have a three course or five course tasting menu. They have a BBQ Shrimp appetizer that is great, and they usually have a fresh fish that is excellent. My favorite item there was a fig, prosciutto and goat cheese appetizer. A great place to eat!

The buffets in Las Vegas have established their reputation for offering exotic food at unbelievable prices. The Bellagio, Paris, Aladdin, and Rio offer some of the best buffets. But stay away from dinner, which costs $30 per head while the lunch is available for nearly 50% of the price.

Joe's Stone Crab. Inside the Forum Shops in Caesar's. Amazing food, perfect service. Unobtrusive but always on top of things. It's pricey though not the most expensive in town (about 100/pp with drinks) but worth every penny. If you want the food without pretension - go at lunch the prices are substantially lower and most of the menu is about the same with some salad and sandwich add ons.
I had fillet and lobster tails, my husband had the bone-in fillet - every bite was amazing. I have no complaints. We ordered sweet potato french fries and lemon asparagus as a side dish... yummy.

Can I cheat and list three places?? Hopefully I can, lol.
#1. PF Chang's--I usually get Wonton Soup, Combo Fried Rice, and Sweet & Sour Chicken.
#2. Planet Hollywood--Its all about the Captain Crunch fried Chicken Strips and some fries. Their pizzas are also amazing.
#3. Garduno's in the Palms--I am a huge fajita fan but everything there is good.
For giggles let me give you the best buffets:
The Paris (only been there for breakfast and it rocks)
The Rio (yum, yum, yum squared)
The Excalibur (even though its older it is great)

For a fancy-night-out dinner, check out Emeril's New Orleans Fish House at the MGM Grand. Do the tasting menu where you get to try different selections for each course. I have never had anything there I didn't like!
The best thing I ever tasted there was Grilled Escolar. So good I almost cried! :D

Prime Steakhouse at the Bellagio
My sweety and I had a wonderful, romantic dinner there, they seated us at an intimate little table for 2 that had a spectacular view of the lighted water fountain show.
Everything was perfect, from the attentive but unobtrusive service, the wine, and the steaks.
