I'm the new owner previous owner changed out the heater core cold air when defroster /or heater is on

Well, two things come to mind...it may be that the heater core is air bound, you might "burp" it with the heater hoses in the engine compartment...tricky, but get creative, like pouring water/coolant down the hose into the heater core.

The other is, check to make sure your heat valve is even hooked up/operating. I may be on a solenoid, so check fuse too...

There are a couple of different heater control valves in the system. If the heater hoses going to and from the heater core never get hot then it might be a valve has a disconnected vacuum line or otherwise is not working. either low coolant, bad thermostat, or a bad heater control valve under the hood, in line with the heater hoses.

2 things to check:

Thermostat is most likely stuck open.

Radiator may not have enough water in it to pump over to the heater core (2nd place).

theromstate is stuck replace it
