WHY HAVEN'T THEY BEEN REQUIRED TO DO SO

Almost no one is required to do so. There's ALWAYS a way around it. Primarily, it is because the employees are "Salary" and not "hourly". Also, due to new federal legislation, many more positions are exempted from overtime pay requirements.

They may be in one of the industries exempted from the requirement.
