I see the premise for your question and at the same time the Republicans are attempting to distance them selves from the manipulation and I believe outright lies of this administration that Karl Rove would not have a chance.
I also believe that any Republican candidate that aligns himself with Rove will be committing suicide.
I do not think any of the existing Republican candidates would be near the marionette for Rove as Bush has been.

Carl Rove is a very smart campaigner for sure. He is highly respected for what he does on both sides of the isle. However he has not been running the country and he is not Presidential material. He is just great at kicking the Democrats butts.
He probebly does believe in all those Republican beliefs like lower taxes, banning partial birth abortion. He probably likes these low interest rates and the record home sales. He probably also likes this 94% employment.

A silly idea. No, he hasn't been running the country. He's basically a superstar campaign manager. He's been running the political agenda, which has probably driven some of the policy decisions up until the 2004 election, but since there are no more elections to come, he's probably got less influence than ever.
And, please get over the idiocy that Democrats are spouting about what Republicans believe in. The average Republican believes in a very different agenda than the Bush League gave us. Many of us just settled for Bush as the lesser of two evils, since the Democrats gave us two of the worst possible candidates in Gore and Kerry in the past two elections. If you can't come up with anything better than that, you're gonna get idiots in office. Guaranteed!

Actually, I doubt most Republicans really know what Karl Rove believes in.
Anyway, I think your suggestion is a good one, because he could never get elected. Why do I say that? Because he's like Bush with none of the bad boy charm.

God Forbid! The day Karl Rove runs for president is the day I truly pack up and move. America does not need a Hitler like persona in charge... it is bad enough he is pulling Bush's strings.. look at the mess we are in.
No kidding, Rove for president.... gives me the shakes.

Let the puppet master come forward and have more dog dung thrown at him like what happened at a college last week.
