It was issued by Hitler when the British and French were trapped at Dunkirk.
Instead of allowing his generals to finish off the enemy he made them halt and this allowed most of the British and some of the French army to be evacuated to England.
Various reasons have been suggested for this such as he wanted to show his generals that he was in charge or that he hoped that England would withdraw from the war and seek peace so that he could turn his attention to Russia the following year.

WRONG-If you check your history books you will find that the order was given by Field Marshal Gert von Rundstedt. Hitler only rubber stamped the order already given by his commander on the ground.
