Um, no, the guy was not comparing blacks and retarded people. If you actually read his post, you will see that he is making the point that if people would reject Obama for his blackness then why would they NOT reject Bush for his lack of intelligence? It's sarcasm, not racism. I would normally expect you to know the difference. Would I be wrong in that expectation? Maybe so...

Excellent point. Liberals view all their SUBJECTS as inferior. This is the reason why liberals are splintered all over the map and can't agree on anything. They're not quite sure how they should lead their people.

I can kinda see where he is coming from, but I did not see a comparison to black-retarded. The person was attempting to provide some humor. He was just considering Bush to be retarded, which he isn't, he just does not have the capability to have a thought of his own. He must rely on the Religious Reich to guide him.
