Good luck, that whole area is one big flood plain I doubt you could even get flood insurance for that area. You may try some government sites and ask about building in that area, but after Katerina most places will not insure you or you will pay through the nose and if something ever happens more likely the insurance policy will have a loophole so they do not have to cover you if you do have an emergency.
