your question is tricky!!
when you say past 31 years, it is the past tense and the action should be finished, the last rotation considered should be the one on 31st of dec, 2006. but "how many times HAS the world TURNED" is present perfect tense, meaning that the action continues to this moment, ie, today, april 2007. so, there is no right answer to your question if you insist on asking in this way.
also another point, do you mean around itself or around the sun??? :D

If you're talking about rotation it would be 31x365.
