Is there a timer wired to the water heater? Follow the wiring, that runs from the top of the heater, and see if there is a box mounted on the wall, that the wiring runs to. If there is, manually turn the dial, until it clicks on. This is a timer, and some heaters have them, so that the heater doesn't run 24/7. Good luck!

there are 2 heating elements and 2 thermostats in a water heater. Assuming you would have checked the breaker already, check the other element and thermostat. If you have a voltage tester, make sure that there is actually power to the heater. The upper element has a red button about the size of a dime, this is the reset, try that too.

The water is on and the breaker is on? If you have a voltage tester check for voltage on the heating elements. There is also a reset button on your heater, make sure that is reset.
There's not that much to them, so it should be easy to find out where you are losing the voltage.
It will take some time for the water to hear back up, so if you just turned it back on then you'll have to wait it out. Good luck

How long ago did you put the new element in?
It takes a few hours to heat the water up.
Did you refill the water heater before you restored the power?
If not, you blew the new element, they can't be energized "dry", they must be in the water.
Make sure you have 220 volts @ the water heater element lug screws.

There could be a air pocket in the system.
Check if there are any outlets on the system to get air out of it.
