Reinstall the drivers for the USB device. If you don't have them, download them from the manufacturer's web site.

After trying all the things you have - plugging into different USB ports, re-installed it, etc.) - I believe the mouse has gone bad. You should buy a new mouse and see if the problem is fixed after installing it. There is only a very slight chance that the problem is with the USB drivers or on the mainboard but if a new mouse doesn't fix the problem, then the problem could be more costly to fix.

What device. You are not being very specific. Most USB devices need drivers loaded to work, have you done this? Also if you plug in before you load the drivers it can make some devices very difficult to set up afterwards.

Well... I would suggest to remove the USB device, then dry connecting it again. If this doesn't work, try reinstalling the driver and software that came with the device.

Sometimes this occurs with USB hubs and other devices that use an external power supply. Your computer USB port may be supplying enough power for it to turn on and for the computer to realize there is something attached, but isn't working properly.

Disconnect everything from the USB and then plug a totally new USB device into it to see if it works.
