chiffon-it will just hang there until there is a breeze or you move. It is the stuff you see sometimes draped down the back of a hat for example (but is not stiff). You can see through it.
organza-is similar to chiffon but is stiffer. Look at Easter hats now with a see through semi stiff fabric around the crown; that is organza.
tulle-that is the stiff netting stuff you see on ballerina skirts or on the underpinnings you put under a dress to make it stick out more. Unless you get the very tiny netted silk type ($$$) it won't flow like you want. If you are thinking of the stuff you see in a fabric strore, it is more for poofing out than flowing out.
voile-I think you are thinking about curtain voile, the type used for sheers. It flows, but still not as well chiffon. Voile can also be out of cotton and be a pretty heavy solid fabric.

voile is cotton usually, tulle is a fine sort of net, it still might be too stiff, flowing, you want chiffon, very soft and gentle, organza , stiff as a board.

Darlin, it's time to get offline and into the fabric store so your daughter can have her skating costume. Stop being shy and go see the fabrics!

All your questions will be answered when you go to the fabric store and look at what they have in the section devoted to skating and gymnastics. You can also take your list and have a clerk show you each one so you can look at it and decide. If you have never seen the fabrics, it is not possible to decide which one you would want.

well if it's for ice skating, you want something that is really stretchy, flexible for the base of the garment, and usually the tulle or chiffon is for the outside of the outfit. so for flexibility, and stretch you're gonna need something with some lycra, nylon, or a cotton blend with some lycra blend. But the thing with stretch fabrics are that they are a pain in the *** to work with!!

Voile is a thin, see through fabric that is usually manmade.
Tulle is pretty much the same.
Chiffon is silky and thicker.
Organza is like netting.

I would use organza instead of a tulle like fabric because it is light and flowy.
