I'm quite glad there aren't as many feminine black men in my race as the white race - I quote this from you. I'm not sure whether you meant that offensively. But I just thought I'd give you a heads up to maybe rethink the wording on that one, my friend, that's all I'm saying.
And in answer to your question, I don't know what your community is like, but there are plenty of feminine black men, as many as there are white. And sideline, it's not really about the colour of a person's skin, it's more to do with their personality.

Do you mean effeminate and metro-sexual, do you mean gay and bi-sexual, or do you mean less dominant? I am not sure what you mean by feminine.
Since race is a fallacy (there is only one human race), and judging by skin tone is useless (children of the same parents often have highly varying skin tones), then I am guessing that when you say “black men” you mean downtown-urban culture.
If this is the culture you are talking about then it is partly related to male dominance strutting. Though acts of submission to the alpha male are typical of almost every human culture, many of the urban American cultures have taken to find too much submission as a sign of weakness. Secondary males have had to find a balance between submissive displays that accept dominance and feminine posturing which could get them killed. The simplest way is to act tough all the time and to whine about unfairness when a fight is lost.
In your personal case it is probably due to subjective stereotyping; since you judge yourself and others on their (obvious-to-you but not to anyone else) skin tone, you usually see everyone that you do not judge as “black” as being “white”. In the urban environment you are judging from it is more likely that the (ex-Roman-Catholic) urban Hispanic culture is what you are seeing examples of as “feminine whites”.

Well, everything depends on melanin - a special pigment. Its amount in our body (hair, skin etc.) determines the level of our femininity.
