Although it's been years since I served--yes, people in WI tip well. Now-that being said, I DO know that regionally speaking Milwaukeans seemed to be less generous than people from other parts of the state. For good service I leave 20%. Average-courteous service 15%. If the server sucks--less. Once and only once did I receive such poor service from a server in WI I left $.02. Since then I've learned to leave the restaurant before I get such lousy service. Makes your meal so much nicer.

Tipping is a voluntary gesture for good or excellent service. It is absolutely not mandatory. Personally, if I get good service then the waiter/waitress will get a good tip. A good attitude and a friendly smile along with excellent service will get a large tip. Bad attitude/poor service results in a complaint to the Manager and no tip.

You probably just ran into one of the few jackass's around. Most people in Wisconsin are pretty nice and from what I see and do, they leave good tips.
