War of 1812 - Madison
War with Mexico - Polk
Civil War - Lincoln
Spanish-American - McKinley
WWI - Wilson
WWII - Roosevelt
Korea - Truman
Vietnam - Kennedy (some say Ike)
Grenada - Reagan
Gulf War I - George H. W. Bush
Gulf War II - George W. Bush

Those are the major ones I can remember.

As Eisenhower was leaving office, he said in a private conversation with Kennedy, that he thought Kennedy would have to send troops to Vietnam. We did not have troops in Vietnam until Kennedy, so I put the time we enter the war as the Kennedy administration.

If you want the start of the conflict, that is actually the Roosevelt administration (FDR). In 1941, Ho Chi Minh secretly returned to Vietnam and organized the Viet Minh. That was the beginning of the war, really. So if you start counting from when the war began, it is Roosevelt. If you start when the US sent in ground forces, it is Kennedy. Ike gets a pass on this one.
