She would have to file in the state where she lives. From there just go to the child support office and you can submit payments to them and then she gets it from them.

Actually, you should hire an attorney. Your husband does NOT have to worry about where his ex lives. In fact, he can make arrangements with the court to pay directly to the court. This is frequently what happens when women do not want their exes knowing where they live, usually due to domestic abuse. Your husband needs to consult an attorney in order to make such arrangements. Also, the judgment might be able to be thrown out because your husband was never served with process. That is, however, a somewhat circumstantial determination because proper service can simply be a newspaper advertisement. Please, do consult an attorney.
Also, unfortunately you have gotten some advice here that is wrong. Yes, child support CAN be determined WITHOUT both parties. This is difficult to do, but it is possible. It is entered through a Default Judgment. I won't explain the process, because it takes a while, but it IS possible.
The IRS can NOT legally give him any information at all about his ex. No address, etc. He can call 411, but they are updated yearly, so he is not likely to be able to get a valid address.

Well, if the courts ordered his tax refund taken, somebody knows where she is. Does you husband not have any contact with the child?
He need to go to court and have his child support set, visitation schedule set and take responsibility for his kid.
The mother can't have disappeared completely or they wouldn't have been able to send the tax refund to her. She's around.
It has been my experience that there are many fathers out there who will use any excuse NOT to pay child support...these men are called "deadbeat dads"....

well if you know what state she lives in then you can always call 411 and ask them to find an address and if they cant tell you then keep trying to email her and just be patient. if that doesn't work then if he is still getting charged for it just tell them that he does not have an address for her and he cannot send her anything and they will probably be able to help.

Contact the IRS, and ask them where they sent the money to. Once you know which courthouse they sent the money to, you can call them to make arrangements to send the money there. I would not send the money directly to her. By sending the money to the courthouse, you have a paper trail showing that payments were made on time.

child support cant be determined without both parties being present in a court hearing.
your fiance lied to you. he knew he wasnt paying child support.
i would suggest leaveing him and finding a man to spend your life with that dosnt allready have children he is denying.

call one of those operator people, give them her full name and they should giv u her number. u can call her an ask her for the exact adress and explain whats been goin on
