Yes they do... about 5-10% pitch change in fact. What this does is simply to allow more time for "spots" (commercials) and gets more music played through the run of a day.

Yes, its because they have to fit a certain song list in that time of the Radio Presenter. Its also because it is radio edited...

Yes. They do this for the dance remixes at the clubs. Some are also just techno or they speed it up 'cause it is a boring song.
