on clothing hair spray sometimes work, i don't know if it would work on hard surfaces of not

WD40, Goof Off, Goo Gone, Magic Eraser, Cooking oil, Alcohol, Nail polish remover.

You didn't say what the surface was other than hard. Nail polish remover will damage some plastics.

i think it depends on what kind of surface your talking about but id try a clorox bleach pen
