The rise is from the crotch seam to the waist band.
The inseam is from the crotch to the hemline.
This formula works on all pants, mens, womens, childrens, large sizes, petites. They all do have a different number of inches of course, LOL!

The rise is from the crotch to top of waistband, the inseam is the inside leg seam from crotch to bottom of leg. The rise differs in petite, short, womens sizes, with, I believe, petite being the shortest. I'm not sure if that holds true in sizes 3,5,7,9, and 11, or Jr. sizes.

the rise in pants i believe is the space between the crotch and the top of your pants. the inseam is from the inside of your leg to you crotch.
