Moderates are the ones who try to bring about the compromise. Right now in the USA you have two very contradictory extremes. Both sides do no have the best interest of the nation on their agenda, rather a series of self serving plans.
The moderates are the ones that realize that in order for a government to be effective not everybody can win all the time. They are the people that value the negotiation process, and realize that there is no such thing as black and white.
They are not sitting on the fence. By not making impulsive or self serving legislation, and by listening and reviewing all aspects of law and legislation, inclusive of cause and effect they are a more conscious people.
Right and wrong is a complete subjective ideal, which in itself makes it a Grey area. Those who are unable to see that make poor leaders.

If I want something, and the powerful guy wants something else, I cannot take a moderate position because in negotiations, each person compromises. So, start radical in order to end up with a moderate result.
People who start from a moderate position will never achieve it.
EDIT I just read the other answers and obviously we all define "moderate" differently.

Yes, I think those who accuse moderates of moral wimpism are painting in wide strokes to say the least. Bucketsful, even. They want to characterize the forest , but not in terms of trees.
Moderates are those who do not see the world's problems and solutions along strictly party lines.
Each issue is considered on it's own merits. So "they" can't truly be characterized, lionized or demonized across the board, and what fun is that?

In many ways it is easier to be a sworn Republican or Democrat than a "Moderate" Many sound like they have a book they can refer to that has the simple answers. I believe in taking every issue on its on merit and judging it and not worrying about what the party would think. You learn and get wiser as you get older. Your opinions can change. Many peoples opinions are formed after what they hear on the radio on there lunch break ;-) I here it everyday at work.

I do not think mods are unable to make a decision. And I think they have a lot to contribute to the right and wrong of every issue. But, I think their votes are often wasted on someone who does not stand a chance. More so in the local elections. The two parties are just too big

The right-wing lunatic fringe has been programmed to bleat that lie along with all their other idiotic falsehoods.
The only people who say moderates are "unable to make a decision" are the feeble-minded extremist twits whose brains are too primitive and weak to comprehend complex issues and whose opinions are therefore insignificant.

Limbaugh calls them apathetic and unpatriotic, though they are not great in numbers, it is the moderates who are the brave, clear thinkers and the salvation of this country.
The Republican party is terrified of these folks. Fox News is unable to get to them. You heard them speak loudly in November 2006 and they will be heard again in 2008

Extremists are just plain wacky. Extreme libs are just as much of a problem as the extreme Cons that they're always griping about. There's nothing wrong with moderation and anyone who can't see that is just plain stupid.

Moderates are also the ones that sit in the middle of the road,
Also known as roadkill. They wont take a position, until they
know, who the victor will be. These people are only followers.
