I don't know about bar magnets, but having a highly visible color like red is an advantage for horseshoe magnets. Their primary practical application is to lift steel objects when no other way to lift them presents itself, like if the object has fallen underwater or behind something. Such places tend to be dark, and visibility improves one's ability to negotiate the magnet (tied to a string) into position. I keep such a little red magnetic in my tool box next to my long goose necked grabby thing with pinchers on one end that has no common name.

Typical bar magnets aren't painted, horseshoe magnets are painted red. The practice of painting them red is probably just tradition. Remember that the first uses of magnets were as compasses. Place a magnetized needle on a cork, float it in water and it points north. To make it more visible, you paint it with a bright color, red.
