I can't believe the first two answers. If you look at the major volcanic regions in the world you find the condition described in A. The Andes Mountains, The Columbia Plateau Basalts and Cascades Range, The Aleutian Islands. Notable exceptions to this are the Deccan Traps, the Hawaiian Islands, and the Yellowstone Caldera, which are all Hot Spots.

Answer #3 is getting a little idiotic about things. The fact is, they happen when the plates pull together or pull apart. Please read for yourself. Neither my answer (or the 1st) are incorrect)
