Salvador Dali rated great painter in history. Jan Vermeer van Delft was best; Diego Velasquez was second; and Raphael Urbino was third. He said he was the best painter of the 20th Century but was far below the great Baroque and Renaissance masters.

All the artists mentioned thus far are wonderful. But, I didn't see Picasso listed as a possibility. Perhaps I missed it.
Rembrandt is the logical choice for greatest artist because of his great versatility in terms of technique. Franz Hals is a close second. What a portraitist he was. An absolute master of character expression and brushwork.

There are many..You can take M.F.HUSSAIN.
But for me all artists who make illustrations for books r the best.As with their illustrations u can understand things well.
