A caramel laugh isn't a phrase that I've heard before, nor that I can locate in any dictionary.
My theory is, the nut-chips and the caramel is all metaphorical. George and Betty's laugh is being represented by hypothetical "nut-chips" that are being added to Leona's already present laugh, represented by the hypothetical "caramel."
And mom, her facial expression just adds to the whole scene being described here. The saying "cherry on top" refers to the finisher. Similar to the saying, "the icing on the cake."
Leona is laughing, George and Betty add to the laughter, and then mom completes the scene by raising her eyebrows.

I think whoever wrote this has real talent - I mean it. It has a confident and fun attitude towards words, and it doesn't depend on cliches.
Of course you could get self-indulgent and overdo it with this kind of style, and I wouldn't want to read a whole book pitched at EXACTLY this level, but frankly it's not bad at all.
Caramel laugh means kind of gurgly and sweet, but really smooth as well. It's a nice piece of writing. Eyebrows like cherries on top - that's a winner too. Nope, whoever wrote this - keep it up, you've got a book in you.

Sounds like a candied apple. Cackle is a sound birds make and caramel is sticky, gooey and sweet. Mom's response "tops" the dessert like on a sundae? It's a little over the top, I think.

How does someone cackle nut-chips?
The only image I get is someone choking on nuts.
I get the caramel laugh (sweet) and the cherries metaphors, but the nut-chips are throwing me. The complete metaphor won't work without it.

caramel laugh here writer s brilliance in describing the gals laugh...its sweet n elegant ...usually ths type laugh has mild sound like a crackles from violin.....its a beautiful sentence...
eye brow usually goes up whn u laugh...here indicates good laugh in her face tht it goes up like a cherry top which is wider thn the bottom..... got it.....
