If scientists invent an invisibility cloak, it'll never be available to the public until every government in the world has an "anti-invisibility-cloak" wall around every important building in the world, including banks. Way too risky.

Now you see it, now you dont - LMA Mandrake
The magic is in peoples eyes, i.e., control what peoples eyes see, rather than wasting time money and energy effort on developing invisibility cloak if it is too hard dont try and hide all traces it was ever tried - Commander UFO Roswell Top Secet Ultra Confidential X File - Scold Mulder

No, I would not buy it. There is not reason making myself invisible. I won't steal, I won't break into others' homes, what would I need such a cloak for?

it wouldn't be worth buying or using, because the governments would have alarms equipped with thermal imaging, and high-tech gadgets to spot someone using a cloke to do illegal things, and heat sensors would be everywhere, especially in airports, so if you were trying to sneak on the plane, the sensor would pick u up, and if the guys on the floor couldnt see you, you'd be arrested.
there'd be no freedom to them :(
and the other more scary thing is, what if a serial killer, or a child molester, or both got one, they would only have to wear a jacket packed with ice, and bye bye heat sensors.

I hear the faint sound of teenage boys everywhere trying to get into the girls locker room only to find they've been duped into buying an old, smelly smoking jacket
