Cowboys did, no question.

based on my years of experience, I would bet that cowboys did the worst. I think the Indians reacted in kind to what the white guys showed them. I'm sure there was evil on both sides, but Indians had a community to answer to cowboys didn't give a hoot about anybody and didn't feel any restrictions on their activities.
