Factors to be considered in building theory should include:
- the repeatability of the practicality that the theory is based on - the observed practice
- the applicability of the theory (it's scope)
- the exceptions to the hypothesized theory (and the explanations of those exceptions).
- the utlity of the theory - what will it be use for

lets see ... hmm ... do the facts tally up at the completion of a paper ... lets see say theres a mother and father are to both be psycho analyzed by a doctor of psychology ... to look at whats in the childrens best interest ... the mother is said to be a "borderline personality disorder" .... but a high functioning one ... still the label is slapped on, and is now expected to go have this mental illness treated ... the father an alcoholic ... multiple admissions to the detox centre ... yet the children both happy go lucky bright intelligent interactive and friendly .. theres something a miss in that scenario ... but hey thats from my shoes

you should be observant and must possess what we call a technical-know-how with regards to what we call formulating a theory. this is very crucial wit-squeezing move. You must have a precise and hightechnology experimentation and arrive at a favorable and acceptable output. you must be well advocated to your subject matter to give a feel of respect to your audience of witnesseth. your subject must be beneficial to the whole human race and are not fatal or detrimental to any livign thing. then you have to formulate your theory with an acceptable and understandable manner.

you would want to consider possible outcomes, predictions,,,,,, then write the theory based on one of them,,,,,, consider your observations of the subject,,,,, then come up with plausible explanations to explain your theory , in fact the theory itself often touches on your examples of why the theory is correct (correct in the sense of believable)
other then that, it would depend on what the subject is,,,,,,, there are different standard approaches to take depending on the overall subject,,, mathematical theory would not have exactly the same method as philosophical theory
