Get a good lubricant and work at retracting it when soft and erect. After 2-3 weeks, it should stretch enough to retract with arousal with your partner. This can be done and would really benefit both you and your partner. Sometimes, sitting in a relaxing warm bathtub will also help you with the process. Some good lubricants to use to stretch and retract the foreskin are K-Y jelly and even petroleum jelly. Use as much as you need. Be cautious with Petroleum jelly because it will wear out latex condoms, but you will not be using it for that. After you succeed in retracting the foreskin, practice cleaning your penis and drying it twice a day to prevent any future infections. Always replace the foreskin over the penis when done. Your description is a bit vague, from it you have one of three conditions: penile adhesions (where your foreskin is still stuck onto the glans - penis head), a tight frenulum (the band that connects the foreskin to the glans), or phimosis (a condition where the foreskin is too tight/narrow for it to be retracted fully).
If you have penile adhesions, you'll need to go to a doctor to have them separated. I don't know what entails exactly, but once they're separated your foreskin should be working properly after that, provided you maintain good hygiene. If you have a tight frenulum, there are a couple things you could do from stretching it out over time to a minimal surgery (see link 1).
The most likely condition you have is phimosis (see link 2). If this is the case there are several things you can do. The first thing you should try are stretching exercises. In one stretching exercise you take two fingers and hook them into the foreskin opening and stretch in opposite directions (like increasing its radius) as far as possible without pain or discomfort. Stretch and hold for a few seconds, then let it relax for a few seconds, and repeat this process for a few minutes each day for a few weeks to a month. It's best to do this right after a shower/bath.
If after a month and you see no improvement, ask a doctor about prescription creams. In one study, this is the most cost-effective treatment a doctor can give (see link 3). If after another few weeks and no significant improvement, you should probably consider surgical interventions. This doesn't necessarily mean a circumcision, as there are procedures that are cheaper, less painful, have a quicker recovery time, and remove little foreskin (see link 4). Circumcision should only be considered if everything you're willing to try has failed.

Sounds like you have phimosis. This is common, and you can easily treat it yourself without circumcision. At most you will need some prescription cream.Take a look at the excellent information at http://www.cirp.org/library/treatment/phimosis -- you'll have to scroll past some stuff about babies, but there is a lot of good information there and in the links provided.
Many doctors will suggest circumcision, as it is profitable and easy for them. But it's not their penis which will be permanently mutilated! Insist on a second (and even third) opinion if your doctor turns out to be an advocate of chopping. As the article above explains, there are many less-destructive alternatives.

If it is phimosis, then I'd reccomend circumcision. My bf had it done a few years ago and it works 100% now. It also looks tons better.

sounds like a simple case of tight foreskin. try the stretching exercises and if necessary one of the topical creams. But if you and your partner do the stretching together I bet they will be way more fun than any cream - hehe.
