Pp (or pp) is the abbreviation of 'pages', though some use it to denote 'papers' (usually as 'pps.').
pp, in commercial terminology, could stand for 'per procurationem' which means 'by proxy' or 'for and on behalf of'. This abbreviation is also used by one who signs a document under authority given by a power of attorney.
p.p. also stands for 'past participle', in English grammar/dictionary.

I agree that it's long so that they can abbreviate it. Interesting though...a lot of words that mean "to shorten" are quite long and/or big (as in million-dollar) vocabulary words, and I'm not sure that many of them have 'official' abbreviations. Examples: Truncated, abridged, curtail, diminish, retrench, condense, summarize, synopsize, etc. I think people just like coming up with complicated ways to say simple s***.
