Timbuktu is in about the same longitude as Western Europe, so give or take an hour's daylight saving time it's the same time as London. Temperate countries like European ones usually have daylight saving because summer evenings are longer than winter ones, but countries as close to the Equator as Mali usually don't.

Timbuktu was somewhere around the country of Burkina Fasso, formerly known as the Upper Volta in today's African Geography. Which is at 12°13'30.47"N 1°26'13.55"W . So, give or take an hour, It should be around the same time it is in London.

I suppose you're asking about Timbuktu, a city in central Mali. In that case, Mali standard time is Greenwich Mean Time (GMT). But you should consider that Mali does not operate daylight-saving time.
