why is pornography legal, but prostitution is illegal?

is it because the government can't tax these prostitutes on their earnings?

It is because the mores of the land have different values of what can be view visually, and what can be done in person...if you don't like the laws, move to Clark County, Nevada or Amsterdam where prostitution is legalized and taxed.
