i agree with Phillippe apart from pressing down with your finger, this can compact the soil under the seed, if you can afford one get a propagator this will keep the seeds at the right temperature.

Provided you already have the seeds or are very interested in seeing the seeds germinate & develop into seedlings ,there isn't much point in going through the process, much better as suggested by Kevin, buy the seedlings ,a kittke over the number you need, just in case all do not 'take'.you will be assured of quality if you get it from a reputable nursery.

Don't waste time and money on seeds, buy the amount of tomato seedlings and plant these into you garden.
You may only need three or four plants to keep you in tomatoes all summer. Plant some medium size tomatoes and smaller ones especially for salads in a bowl.

I aways plant tomato seeds and it takes one week for them to germinate if you preheat the damp potting soil and i use a broken toothpick to press the seeds one quarter of an inch down and cover lighly.

I would recommend that you fill a pot with potting soil and scatter the seeds on top. Use your finger to press down and lightly cover them with the soil. Keep the pots moist--not soggy and keep them in a sunny location. They should germinate in a week or so. Happy growing!
